The scooter itself might be ready to roll, the battery might be sitting at 100%, and your route might seem straightforward, yet Dubai's Roads and Transport Authority (RTA) has a few rules that riders need to tick off before heading out.

The answer depends on where you're riding, but in many designated areas across Dubai, the permit is mandatory.

What Is the RTA E-Scooter Permit?

The RTA E-Scooter Permit is an electronic authorisation issued by Dubai's Roads and Transport Authority that allows eligible riders to legally operate an Electric Scooter, a Mode of Transport Dubai residents commonly use for commuting, short trips, and last-mile transport. The permit helps ensure riders understand traffic regulations, safety requirements, and designated riding zones.

Unlike a traditional driving licence, this permit focuses on safe operation of an Adult Electric Scooter within approved areas and cycling infrastructure. Think of it as a quick safety qualification rather than a full licensing process.

Who Needs an E-Scooter Permit?

If you plan to use an Electric Scooter for Adults on designated roads and tracks within Dubai's approved e-scooter network, you generally need a permit.

However, there is an important exception.

Holders of valid UAE driving licences, motorcycle licences, or recognised international driving licences may be exempt from obtaining the separate e-scooter permit.

That's where many people get confused. They hear "permit required" and assume everybody must apply. Not always.

Safety Rules Every Rider Must Follow

Whether you're using a Scooter Electric model for commuting or an electric scooter with a seat for added comfort, the safety obligations remain largely the same.

Riders should:

  • Wear a protective helmet.
  • Follow traffic signs and track regulations.
  • Avoid carrying passengers.

  • Al Rigga
  • Al Karama
  • Al Mankhool
  • Internet City
  • Downtown Dubai cycling tracks
  • Multiple dedicated cycling corridors across the city.

The approved network continues to evolve, so riders should always verify the latest permitted locations through official RTA channels.

Can You Ride Without a Permit?

Technically, operating an Electric Scooter in areas where a permit is required without proper authorisation can result in penalties. RTA has repeatedly encouraged users to obtain permits before riding in authorised zones.

A quick online application takes far less time than dealing with enforcement issues later.

Not exactly a difficult choice.

Why the Permit Matters

Dubai's e-scooter ecosystem has grown rapidly. Thousands of riders now use electric scooters, including 2-wheel models, for short-distance travel, commuting, and connecting to Metro stations. As usage increases, safety standards become more important, not less.
